In 2011, writer LIU Hong participated as an independent candidate in the Beijing Chaoyang District Election for the National People's Congress. She was met with unexpected obstacles and discouragement, and at the same time this began to arouse people's concern for elections in China. Exactly how democratic are China's lower level elections? What kind of pressure do independent candidates face? What roles do civil society and new media play in these elections?
